Can use real map data or random generator and can manually place/tweak road and building placement. Procedural Generation is very quick with different layout and texture options for Realistic, Sci-fi, Plain, Nightlights. (Took less than a minute to generate the entire city.obj and textures, lol). It's the first city I've tried to make using this method so it's probably not perfect. I used "CityEngine" to procedurally generate random roads, buildings and textures.
